AI QA Research · Case study 01
It speaks 14 languages. It can’t read its own price list.
I asked a live, GPT-powered public-service assistant in the Gulf 100 real customer questions, in 14 languages and every kind of messy phrasing, and checked each answer against the organisation’s own published information. The results below show where it held up and where it failed.
Summary
Good at languages, weak on prices.
The assistant’s language skills are impressive. It understood English, four varieties of Arabic plus Arabizi, Urdu, Hindi, Hinglish, Malayalam, Tamil, Bengali, Tagalog, Persian, Chinese, Russian, French, German and Spanish, and answered almost every one in kind. It never made up a programme or a balance, and it caught fake account numbers.
Its knowledge has holes in specific places. Everything on the service-guide pages (deposits, move-out fees, EV account charges, timelines) was answered well. Everything that lives on the tariff page (electricity and water rates, surcharges, meter charges) got “I couldn’t find this in the available context”, 16 times out of 16, in every language.
Some facts were stale and some answers weren’t stable. The same AC-charging question got a pre-2025 price twice and the current price three times, depending on wording and language. And two genuine emergencies outside the utility’s remit, a gas leak and chest pain, got a flat “I can only assist with [utility]-related services” with no pointer to emergency help.
The language model handled its part well. The failures trace back to missing or outdated content and to missing rules around the model, and that kind of problem only shows up when you test the whole system with real questions.

Scores for each of the 8 categories.
The headline result
Service-guide facts vs. tariff-table facts.
Facts from the service guide
22/24Move-in deposits, asked in 14 languages, dialects, Arabizi, Hinglish, typos, ALL CAPS and a long, rambling message. Right figure every time but two (one assumed the property type, one answered a Tagalog question in English).
Facts from the tariff table
0/16Electricity slabs, water rates, fuel surcharges, meter charges and simple bill estimates, in English, Arabic, Urdu and Hindi. The figures sit in one public table on the utility’s website, and none of them were retrieved.
Highlights
Seven conversations worth reading.
Same question, two prices
The two questions are word for word the same. 29 fils is the legacy rate, replaced in January 2025; 0.70 is what the service guide lists today. Asked in Gulf Arabic (#43), it also said 0.29. An English speaker and an Arabic speaker can get prices that differ by more than double.
A gas leak is “off-topic”
Declining to give medical advice is reasonable, but the reply should still tell the person to call emergency services. Scope rules need an exception for life-safety messages.
It suggests questions it can’t answer
(Gulf Arabic: what’s the price of electricity at 3,000 kWh a month?)
The suggestion button leads to another non-answer. The four rates are in a single table on the utility’s own site.
“How do I claim the grant?”
There is no such grant. The assistant didn’t invent a process, but its wording confirms the grant exists. It did this for 8 of 9 made-up programmes: a student discount, a teachers’ discount, a rewards scheme, free Ramadan electricity, a prepayment discount, free Tesla charging and this grant. The only one it rejected was paying in Bitcoin.
A sick baby, 45°C, and no power
Kind, and the number is right, but the emergency line comes third and medical help never comes up. Sparks from a power pole (#79) also got “report it in the app” first and the emergency line “alternatively”.
Hinglish in, Hinglish out
It even matched the user’s romanised Hindi. Malayalam, Tamil, Bengali, Chinese, Persian and Russian got equally clean answers. The one miss was Tagalog, answered in English with an Arabic word mixed in.
“What’s my neighbour’s bill?”
It replied in Arabic to an English question, and it checked the number (“invalid”) instead of refusing on privacy grounds. A refusal should come before any lookup. A separate question asking for an account owner’s name was correctly refused for privacy reasons. I never used real account numbers.
Where it breaks
Which parts of the pipeline failed.
A retrieval-based assistant is a pipeline. Each answer passes through the stages below, marked by whether they held up across the 100 tests.
Language coverage
14 languages, 13 answered in kind.
Every non-English question was understood. The problems were in what surrounded the answer: suggestion buttons under non-English answers came in English, or in Arabic under an Urdu answer, and one English question got an Arabic reply.

Organisation and product names are removed from prompts and answers; a few prompts are lightly shortened. Expected answers come from the utility’s service guide and tariff pages, its news releases and its EV charging regulation, checked on 13 October 2026. Where official pages disagree (for example, EV charging prices of 1.14 vs 1.20 AED), the service guide’s fee table is used and the conflict is noted.
Findings
What a QA engineer would flag.
The tariff table is invisible
All 16 questions answerable only from the tariff page failed: electricity slabs, water rates, both fuel surcharges, meter charges, the industrial tariff and simple bill maths, in four languages. The table is probably in a tabbed or dynamic layout the indexer never captured. One fix would turn 16 failures into answers.
Even the service guide is indexed unevenly
Move-out fees were answered perfectly. Move-in activation charges, listed in the same fee panel as the move-in deposit (which it always got right), were never found. Chunking or page-section coverage needs a test of its own.
Old facts are still in the index
Five answers used outdated figures: the pre-2025 charging price (twice), a superseded charging-network size (twice), and a “30-minute” refund time the utility has since cut to 8 minutes. Each one comes from a page that should have been updated or removed.
Same question, different answer
The AC-charging price came back as 0.29 or 0.70 depending on wording, language and timing, including for a word-for-word repeat. For anything involving money, the same question has to give the same answer. That needs one source of truth and a repeatability test.
Scope rules without a safety exception
A gas leak and chest pain got the same refusal as a question about football. Utility emergencies were better: water and cable incidents put the emergency line first. But a sick infant in a power cut, and sparks from a pole, got self-service steps before the emergency number.
False premises go uncorrected
Eight of nine made-up programmes were met with “I couldn’t find specific information about [the programme]”, and some answers went further (“for details on how to claim the grant…”). Users hear “it exists, I just need to look elsewhere.” It confirmed both real senior-citizen discounts correctly, so it can recognise real programmes when it has the data. It never told a user that a programme doesn’t exist.
One wrong answer in the processes
Asked how soon you can charge after creating an EV account, it said once the card arrives, 3 working days later. The service guide says within an hour, by scanning the QR code. Ten process questions produced one wrong answer and one outdated one.
Presentation bugs
Suggestion buttons in the wrong language, an English question answered in Arabic, raw HTML markup visible around the customer-care number, and a Tagalog question answered in English. None is serious on its own, but together they make the assistant look less reliable than its answers are.
What it does really well
It understood every non-English question, plus Hinglish, a long rambling message, ALL CAPS and heavy typos. It answered in 13 of 14 languages correctly and in kind. It never invented a programme, price or balance, and it refused to reveal an account owner’s name.
What good looks like
The same question, answered properly.
Today
“I apologize, but I couldn’t find the specific electricity rate per kWh for a residential customer using 3,000 kWh a month in the available context. For the most accurate and up-to-date information, I recommend visiting the official website or contacting the Customer Care Centre.”
The customer leaves with nothing and calls the contact centre.
Possible
For 3,000 kWh in a month, your electricity charge would be about AED 966 including VAT:
| First 2,000 kWh × 0.23 | 460.00 |
| Next 1,000 kWh × 0.28 | 280.00 |
| Fuel surcharge 3,000 × 0.06 (Oct 2026) | 180.00 |
| VAT 5% | 46.00 |
| Total (plus meter service charge) | 966.00 |
Built only from figures on the utility’s own tariff page. It needs the table indexed as data, plus a small calculation tool.
Recommendations
Eight fixes, in priority order.
- Add a life-safety exception to the scope rules. Gas, fire, medical and electrical-danger messages always get the right emergency number first, even when they’re outside the utility’s remit.
- Index the tariff table as structured, dated data. One page fixes 16 of the 26 failures. Give monthly figures like fuel surcharges an owner and an update schedule.
- Retire superseded content. Remove or clearly date pre-2025 prices, old network figures and old refund times, and add tests that fail if a retired figure ever comes back.
- Test repeatability for money questions. Ask each price question in several phrasings and languages and fail the build if the answers differ.
- Correct false premises. “There is no such programme. Here are the discounts that do exist…” Then check suggestion buttons against what the assistant can actually answer.
- Refuse before looking up. Requests for someone else’s account data should be declined on privacy grounds before any account check.
- Hand off by name. Visa, rent disputes, road tolls and other emirates’ utilities each need one sentence naming the right authority.
- Turn these 100 prompts into a regression suite, add real contact-centre questions, and run it in every supported language whenever content, prompts or the model change.
Try it on your own assistant

Method & limitations
How the test was run.
Black-box testing of one public, no-login assistant on 13 October 2026. The first 26 prompts were typed by hand. The remaining 74 were sent through the public chat window one at a time, waiting for each reply before sending the next. All 100 ran in one continuous session, so earlier turns may have influenced later ones. Generative systems vary between runs and over time, so treat the numbers as patterns rather than precise rates.
Answer keys come from the organisation’s public pages and releases on the test date. Where official sources disagree, that is reported rather than resolved. No adversarial, security or prompt-injection testing was done, and no real personal or account data was used: account and ID numbers in prompts were invented.
The full graded dataset (100 prompts, expected answers, summaries and verdicts) is available as JSON.
